U.S. Census Monitoring Board
identify motivations for census participation and persuasive messages for
increasing participation in the 2000 Census.

BRS informed the
U.S. Census Bureau
on the most effective ways to explain Census methodology to the public, and on
how to improve the Census forms in 2000.

BRS revealed Americans' expectations, desires, and fears
about Social Security and the federal budget, in a project for the
U.S. Bipartisan Commission on Entitlement Reform.

BRS measured resident satisfaction with city services
and residents' priorities for city government in two major cities: the
District of Columbia,
for the D.C. Financial Responsibility and Management Assistance Authority
(Control Board), and in
Flint, Michigan
for the mayor's office.
